    institutional innovation from the bottom up?

    A sustainable economy fulfills societal needs in a fundamentally different way to the current economic system. Improvements to the efficiency of existing technologies or practices appear insufficient for achieving sustainable development within the planetary boundaries. Disruptive, systemic and transformational changes appear necessary in order to replace existing technologies and practices to establish a sustainable economy. Such innovations often start out in niches; however, the scaling up and the ultimate replacement of current socio-technical systems requires governance to allow for the coordination of actors, the reorganization of socio-technical systems and the mobilization and allocation of resources. As governmental institutions are part of the current (non-sustainable) systems and thereby fail to provide coherent, integrated and transformative governance, we explore whether institutional innovation from non-state actors can step in to provide governance of transformation processes. Based on explorative qualitative case studies of networks in the food sector, city planning and reporting tools, we analyze the potential of bottom-up institutional innovations to coordinate actors in transformation processes

    The change of conventional energy systems to a system mainly based on renewable energies is occurring in many parts of the world. A processual analysis of three case studies from regions in Germany that are moving towards renewable energy self-sufficiency were conducted in order to better understand this process of socio-technical change. This paper scrutinizes the role of actors and their activities, which are driving the change of the local energy system. Three discrete distinguishable phases of this change were found: pioneer phase, pivotal network phase, and extended network and emerging market dynamic phase. Each phase can be characterized by the type of actor, their specific activities, artifacts involved, and their underlying motives. We suggest using the phase model as a heuristic instrument to identify the elements which shape socio-technical change

    A Citizen Survey in the District of Steinfurt, Germany: Insights into the Local Perceptions of the Social and Environmental Activities of Enterprises in Their Region

    Starting from the extended corporate citizenship (CC) perspective, this article focuses on the perceptions of residents in the district of Steinfurt, Germany, regarding the social and environmental activities of enterprises in their region. In a citizen survey, in the district, 1,003 households—selected by a Random-Route-Procedure—were interviewed using a partly standardized questionnaire. The results of the explorative and descriptive study show that approximately, only half of the interviewees associated social and environmental activities with enterprises in the region. The answers point towards a wide diversity of understandings. Furthermore, less than one-fifth feel well-informed about the theses activities. This hints towards a lack of information, which could be tackled by targeted communication. When asked about prioritization, most interviewees consider social activities for employees to be more relevant. In the environmental field, a majority favor local action being taken by enterprises locally, in order to prevent environmental damage in the surrounding area. These results suggest that the direct impact with regard to measures is crucial for citizens’ perceptions. In addition, residents highlight the issue of employment as a main role of enterprises in the region. This may offer an anchor point for enterprises to develop social activities that are highly relevant to the citizens

    The Integration of Energy Conservation into the Political Goal of Renewable Energy Self-Sufficiency—A German Case Study Based on a Longitudinal Reconstruction

    Many local governments in Germany aim to reach Renewable Energy Self-Sufficiency (RESS) in their municipalities. In this context, ambitious time horizons for reaching this goal make it necessary to address the question of how less absolute energy can be consumed. The topic of energy conservation in scientific literature is very controversially discussed and in fact it is not clear which measures in the long term contribute to real reductions in energy demand. Therefore, in this paper, we do not determine how energy conservation should be achieved. Instead, we reconstruct, through an inductive longitudinal study, why energy conservation was integrated into the general principles of a municipality that wished to reach “RESS” by the year 2020 and considerably reduce energy demand. At the same time, we looked at the question of how energy conservation was conceptualized by local actors and which strategies, instruments, and activities were used to reach the goal. We found that environmentally concerned citizens brought the idea of energy conservation into the political arena. However, it was not until energy prices rose, regulations developed on a national level, subsidies for energy conservation emerged, and actions addressing the issue were seen by many local actors as adding value to the unique character the municipality gained by their RESS activities, that the actual subject was considered relevant in the municipality

    Characteristics, emerging needs, and challenges of transdisciplinary sustainability science:experiences from the German Social-Ecological Research Program

    Transdisciplinary sustainability science (TSS) is a prominent way of scientifically contributing to the solution of sustainability problems. Little is known, however, about the practice of scientists in TSS, especially those early in their career. Our objectives were to identify these practices and to outline the needs and challenges for early career scientists in TSS. To that end, we compiled 10 key characteristics of TSS based on a literature survey. We then analyzed research groups with 81 early career scientists against these characteristics. All of these research groups are funded by an ongoing federally funded German program for social-ecological research whose main feature is to promote sustainability-oriented inter- and transdisciplinary research. We found that the practices of the 12 groups generally correspond with the characteristics for TSS, although there is ample variation in how they were addressed. Three major challenges were identified: (1) TSS demands openness to a plurality of research designs, theories, and methods, while also requiring shared, explicit, and recursive use of TSS characteristics; (2) researchers in TSS teams must make decisions about trade-offs between achievements of societal and scientific impact, acknowledging that focusing on the time-consuming former aspect is difficult to integrate into a scientific career path; and (3) although generalist researchers are increasingly becoming involved in such TSS research projects, supporting the integration of social, natural, and engineering sciences, specialized knowledge is also required
